Overview

POSITION OVERVIEW

Fidelity National Financial (FNF) is seeking a Regulatory & Compliance Paralegal to provide the Southwest Region’s Underwriting Section with support and work directly with the Regulatory, Compliance & Legislative Affairs Counsel in Austin, Texas. This role involves assisting with regulatory filings, maintaining compliance records, and providing administrative support to the legal team.

 

LOCATION

  • This is an onsite position at our Austin, TX office with flexibility to work one day a week from home.

DUTIES & RESPONSIBILITIES

  • Search for bills during the Texas, Oklahoma, and New Mexico legislative sessions that impact the title insurance industry using key word searches, prepare bill summaries, enter bill tracking information, prepare internal legislative monitoring reports, and assist legal counsel with drafting of legislative update bulletins. Perform public policy research projects as assigned.
  • Assist legal counsel with preparation of regulatory guidelines, drafting of compliance bulletins, and creation of reference tools.
  • Assist with coordinating updates to FNF rate calculators and form repositories.
  • Perform legal research on matters concerning Texas, Oklahoma, New Mexico, and Federal laws applicable to the business of title insurance as assigned.
  • Support legal counsel in scheduling and responding during TDI audits using templates, coordinate FNF subsidiaries responses to TDI audit requests, keep responsive documentation organized, and assist legal counsel with gathering clearance items and drafting management response to TDI compliance audits using forms. Provide legal counsel with similar support during any enforcement action against an FNF subsidiary.  Assist the Southwest Agency Division with clearing MSAFs in a timely manner by using tools and direction prepared by legal counsel. 
  • Assist legal counsel with the preparation and submission of regulatory filings for FNF subsidiaries and underwriters in Texas, primarily Notifications of Changes in Operations and Financial Matter Disclosure Reports.
  • Assist with filing and maintaining record of all P-31 designations (e.g., authorized signatories for directly issued policies), submit open records requests and ensure license holder information is updated annually, and produce DIP reports for annual underwriter data call and during TDI compliance audits.
  • Assist underwriting counsel with entity document review as assigned. Assist with updating contracts and forms as requested by legal counsel.
  • Support legal counsel during title insurance rate/rulemaking proceedings, perform related legal/public policy research as assigned, keep all docket filings and related documentation organized, and assist with drafting any bulletins and collateral material occasioned by rule and rate changes.
  • Attend Association meetings related to regulatory, compliance, and legislative matters as assigned and report on the same.
  • Ensure applicable County Manager or Agency Account Manager is aware of complaints against their operations or title agent, as applicable, and that the state regulator is following applicable law and procedures in the handling of complaints.
  • Assist legal counsel with creating content and presentation materials regarding regulatory, legislative, and compliance issues that is eligible for CE credit on topics of interest or requested by FNF program areas. Assist legal counsel with updating/creating and distributing compliance planning tools, checklists, and reminders.

MINIMUM REQUIREMENTS

  • Associate or bachelor’s degree in paralegal studies, Legal Studies, or a related field.
  • In-depth knowledge of federal and state regulatory frameworks relevant to the company's operations.
  • Strong organizational, communication, and research skills. Attention to detail and ability to manage multiple tasks simultaneously.

PREFERRED EXPERIENCE

  • Background in supporting administrative law.
  • Experience in supporting regulatory law and government relations.
